.dat files are files that could have any kind of binary data in them.  Unfortunately, you'd have to know what type of data the file represents to know what to do with it.  Short answer: No, there's no way to just "open" it up.  Long answer: You might try comparing the data to other binary file types, depending on what you're wanting to edit, and see if you can find the right offsets to rip and inject.

what game are you looking at in particular?   Some games such as GTA have .dat files which can be viewed/edited in notepad and others with hexing or a specific program.....
