Shutdown blade sounds like the shutdown popup in Project Mayhem III so most likey it will be shown when you push Right Thumbstick Down.

As for User blade i take it u mean the with "media controls" and few other things, i take it that will work by pushing START on any screen except Full Screen Video and Music
