Could be any number of reasons. Usually when people make big claims then fail to deliver it's because they found them to be more work then they expected, they're too lazy to do it, and they're too embarrassed to come out and admit they need more time (or perhaps help).
There's also the matter of outside matters affecting their free time (work/friends/family/health/earthquakes/fire/flood...).
Personally I believe that setting dates is the worst thing you can do with any project. Things end up getting rushed or just left incomplete; you either release an unfinished product on the due date, or you end up ignoring the due date and disappointing everyone. Or just plain giving up.
You might think that this only applies to part-time or un-payed projects, but even when a group of team members are working on a project as a full time job, a release date can (and will) seriously mess things up. For example, this is why if you buy a copy of Windows on the release day, you'll get it home to find out you're effectively a beta tester - it'll take a year of patches before it'll run decently.

Last I heard was the legislation war on it. Never really heard the outcome, if any.

Yeah, I hope those peoples comments don't make the developer think twice about releasing the source code. Even though he said he would release it, he isn't in debt to anyone. The fact that he made the emulator for PC in itself if a great accomplishment, the source code being released would just be icing on the cake. Sometimes people get a little ungrateful/impatient with this stuff and say things that might make the programmers just say F-it and never release anything...

For those of you who remain hopeful, I understand how it must seem reading all of that negative feedback.
For those of us familiar with admin, the negative feedback is a tradition on his forum whenever he makes an announcement then vanishes. This is the same pattern of behavior he displayed after announcing his Dreamcast port, PS2 port, Mac Port, Xbox port, and custom Xbox adapters.
He's even started pre-order threads.
Each time he disappears only to return with another announcement and release date for his next "project."
In a nutshell, admin could be viewed as a Bizzaro World BritneysPAIRS.
Didn't BritneysPAIRS release his source code for CoinOps though? Even so that a little different because BritneysPAIRS just optimized MAME, FreeDo is its own thing... But I do understand why people are upset... I just hope the source is released soon....For all we know Admin could have died
