what does it mean when people say unmap throttle for PCSXBOX, like switch it to fixed mode?

They mean to unmap it from any buttons.  By default it is set the the right trigger, so to unmap it you have to go into the controller configuration and set it to nothing.

Yeap, it's annoying since you kinda gotta use the R button for your games!  Hehe.
