Ok this is going to sound weird but believe me it works.
REMOVE the entries you made and use this EXACTLY.
rompath D:\roms
samplepath D:\samples
inipath D:\;T:\;D:;T:.;ini
cfg_directory D:\cfg
nvram_directory D:\nvram
hiscore_directory D:\hi
history_file history.dat
mameinfo_file mameinfo.dat
This will fix it!

NOW PLEASE get mame off the E:\ drive!!!
Move it to an F:\ partition on a NEW hard drive.
E:\ is needed for other functions and if you fill it, your Xbox will not work.
At the very least have a full backup on hand in case of trouble.

question: you say to put those dirs' paths to d:\? wouldnt that mean that it would look to the cdrom drive instead of the hdd for roms?
... also, for roms that give me an 'out of memory' error, would specifying f:\ as the nvram location create a ramdisk of sorts so that i wouldnt get this error?

' error message. As opjose has stated before here, this is a 'catch all' error message. It can mean bad roms, too big roms, whatever. It doesn't have to mean it's out of memory. It just means that mame has hit a snag and is forced to crash. You might try to hop over to the forums on mame-x.xb-power.com and suggest this ramdisk feature to superfro. Although I have to doubt it will be possible.
