Having a modded Xbox makes it easy to get the gamesave onto a memory card to mod the second Xbox, but you still need a game.

Alternatively you can use Kingroach to create the softmod files and then hotswap, either to a PC with xboxhdm / Xplorer360 to transfer the files, or to another Xbox and use ftp to transfer the files.

No.

You need a game if you want to do a gamesave exploit softmod.

If you don't have a game you can hotswap.
