for a complete softmod you need three things:

- an exploit (like UDE or UXE)
- a bios loader or kernel patcher (like PBL or nkpatcher)
- a dashboard (like evox or unleash x)

So you need some sort of combination of those three things. Which one you take is up to you.

basically the boot procces goes like this:

Exploit loads to e:\default.xbe which is a bios loader or nkpatcher and that loads to c:\evoxdash.xbe (could be edited in the bios to like c:\ux.xbe) which is your dashboard.
