Nope.... if you stick in a new hard drive, you'll need a new eeprom also.
If you try using your old eeprom with a new hard drive, you'll be banned.

If you're only getting error 21, your best bet is to get a solderless chip and use Slayer's or Auto Installer Deluxe 2.1 Final to reinstall the M$ Dash.

If the drive is unlocked, you'll need a chip to lock it to your motherboard anyway.

Here's a link to a guy who can hook you up with a virgin eeprom.

You'll need to find out which version motherboard you have, then buy an eeprom from him. He'll email your eeprom and instructions on how to flash your motherboard with the new eeprom.

If you don't wanna get a chip...

I've never used this program, but I've heard you can use Xboxhdm and your PC to rebuild your hard drive and lock it so that it can work with your xbox motherboard. You might wanna search for a tutorial.
I can't help you with this one becuase I've never used Xboxhdm.

If you're planning on rebuilding your current hard drive (the one with error code 21), you'll need the eeprom you already have (hopefully you saved it to your PC or burned it to disc).

As far as using another eeprom and hard drive.... sorry, I have no clue how xboxhdm works. Maybe someone else reading this can help you from here.

you're gonna have to hotswap if you don't have your eeprom. check my sig for more info on hotswapping.

BTW, once you fix your xbox [which im positive you can] make sure sure you get your eeprom onto  your computer. an eeprom is the key to fixing any softmod error

If you dont have the eeprom long story short just get a chip. If you cant solder then get a solderless. With a chip you can get a new hd install it and format it and your good.
