This is a known problem. You did nothing wrong.

The evox gamesave exploit only allows you to FTP into your xbox so you can put the bert and ernie font files in place.

After you place the bert and ernie files, you also will need to copy the phoenix bios loader 1.3 and a correct bios at your c: drive. When done successfully, your xbox will boot to the evox screen and you can launch anything you want without having to sign it.

Cool, I think I will try that.  I spent over 14 hours trying so much different stuff and then finally just put everything back to where it should be and took the Action replay and 007 back.  Since I have a friend that has both I think I will try it again and see what happens.
