but i want to know if its possible without having to do any hardware modding

If you did have a modded xbox it would play both PAL & NTSC no problem.  But since you want to do this on a retail, I don't think it would work.  I belive games are locked to region codes, just like DVD movies.

You might want to look up the features of some bios/modchips to see if it says anything about being able to play games from other regions.

you don't. you will at the very least need to use the exploits to use the phoenix loader (shitty solution).
