A Bios is not a modchip
A Dashboard is not a Modchip or a Bios.

I'm trying to install a friend's Xenium, but it's not cooperating! It boots to the Xenium menu, but it won't recognize BIOS.BIN. I named it that and put it there, but it says please insert a real CD or something. Anyone else get this?

Does it say "BIOS NOT PROPORLY SIZED"

Did you beef up the cd to go with the bios file?

I have had great results with memorex 700 mb cd-rws with my samgung DVD drive

try different media too.  Sometimes that's the problem.
