I ran into this same problem tonight, but I found out that I all I needed to do was rename the file to BIOS.BIN. My previous file had been something like EVOX_M7.BIN

All 'official' bioses from the 'usual places' are all named bios.bin when extracted. You shouldn't get your bioses from anywhere else!
ok I dont have time now, but in the afternoon I will put the dummy file, default.xbe, evox.ini, and skins into the same folder. I will make it to an iso. I will rename the iso to BIOS.BIN. I will use nero burning ROM and burn the image to a fresh cd-rw slowest write speed it will let me use is 4x. Write method will be disk at once/96 and buffer underrun protection will be on.
Does this seem correct?

Be sure to read the "Creating a Bios CD Manual" on the Ozxodus site.
As Mr Nobody stated, it sounds like you are trying to load a dash instead of a bios. You have to load a proper bios before loading a dashboard.
what is a name of a bios so I can actually figure out what I am looking for. Do I want to download OzXFlash 1.2.3 from the Xenium website?
Do not use OzXflash. The Xenium has flashing capabilities built-in.
The bios I used was named EvoxM7.bin, but this has to be renamed BIOS.BIN when you burn the CD.
