I don't think there's any harm in that but why don't you just use a multimeter to see if pin 2 is connected to ground? I think that's a bit safer. Here's a jpg of the location of pin 2 if you need it.

Fire it up. If the chip is not getting power/ground, you'll know it right away. Nothing will happen.
If it's a 1.4, your chip will engage. It's that simple.

1st Q - assuming u installed it properly

3 Q - check your d0 point, usually the prob with mod install fraggings, make sure you are not splash solder linking any motherboard traces (wires) around the d0, basically frag usually means unable to load bios for whatever reason (something messed up on the motherboard on the way to the bios, or corrupt bios?)
when you installed it in your new one are you getting a red light on the xenium?
