if its not reading the lpc then it must be a d0 problem
d0 enables the lpc to boot

Test if the D0 is really working by grounding the D0 wire.  THat forces it to boot the LPC.  If the chip still doesn't come on, then it is the D0 wire, or the d0 connection itself (unlikely)
