Error 13 means it is not finding the dashboard.  So either no dash installed, or dash misnamed, or dash corrupted, or drive was formatted.  Reinstall the dash from an auto loader disc so it gets install correctly.

i booted with the evox cd and degraded it to retail hdd and then installed evox n stuff again and its all good
