That means your D0 wire, or possibly your LPC points are not soldered correctly. Resolder everything if you can't find your mistake.

The Duo GS don't need pin9 connected to BT..So try this: ground D0 on the motherboard (just connect the D0 point on the underside of the motherboard to ground, any screwhole will do) and place the DuoGS on the LPC and see what happens..
Also don't just resolder the LPC. also resolder the female pinheader on the modchip (just retouch the points)

Update: The chip booted when I grounded the LPC outside of the chip, so I checked the d0 link to ground on the chip and I found that the pad had been disconnected from the trace, and so I just connected the d0 wire to the next point in the line, and it works now.
