Sounds like a media or player problem.  Find your drive type and see what media it likes best.  I have had a DVD drive run Xbox Original media just fine while not running any other media.

Sounds more likely you are making the boot disc wrong.
If you managed to flash the chip then it presumably read the flash disc.
How exactly are you making your evox boot disc?

Sounds right other than only 1 thing may or may not be giving you a problem
All files in 1 folder default.xbe  evox.ini and dummy files.
make folder into an XISO using craxtion, qwix etc.
So far so good.
Double check that you are not burning the image as a data disc in Nero. Its a really easy mistake to make. Some people get ISO9660 confused and believe this means it burns the disc as an image.
In Nero burning Rom click recorder and select burn image. (or even try IMGBURN its free on the net)
The bios and the chip sound fine so its down to either incorrect burning or incompatible media and DVD combination

I would have to agree with Chancer, if the Bios Boots, and read the new flash that you flashed on it.   I would think the focus now is on your xISO creation/burning/media, and not really on the mod chip/bios
