Pics would help.. but.. if it's a 1.6, did you rebuild LPC? Sounds like you have a solder bridge somewhere, but...

WHen you test your mod hook back up the DVD rom and the HD.
  Also be 100% on your version as 1.3 vs. 1.6 are very different installs (LPC rebuild).  And if it is a 1.6 do a wire rebuild instead of a rebuild board.... trust me.

You have a 1.6 board and it sounds like you did the LPC rebuild.  Check all your connections.  Sometimes just taking a step back or a day off will help you to keep from making mistakes.  Look to make sure you didnt drop any excess solder on the board.  Oh and an obvious mistake some people make is plugging the chip in backwards, the bank switch side should be near the case side.

those pcb rebuild boards are junk and that might be your problem.  The fact that it works with the chip disabled means you didn't harm the rest of the xbox.  Check your soldering work on your LPC and your rebuild.  If you can't find anything wrong then desolder and start again but use a wire rebuild instead of the rebuild board.
