This is a common effect when the chip is a clone.

Evox flashes these chips fine if they are ok but if you flash a 1mb bios to them ( and i know you said you flashed a 512k bios ) it makes future flashes in evox all weird.
For example i have a blue duox2 clone here that if flashed with a 1 mb bios using flashbios then both banks get destroyed and further flashes through hotswap also dont work as evox now thinks the chip needs a 1mb bios !!!
To repair this kind of damage i reflash the chip using flashbios unauthorised with a 512k bios to each bank seperatly ofcourse or you can also reflash with eurasia.
hippo has bootable xbe's of flashbios unauthoriased on his website that are awesome for reflashing this kind of stuff !
Flick the bank switch back and forth a few times to ensure the bank selector is working and not halfway between both banks !

Yes you will have to hotswap to flash now but make sure you dont use Evox or similar. You must use Flashbios or Eurasia to flash and make sure it's a 512k bios !
