Well  as you have changed the chip. The problem has to be to do with the install. The only thing I picked up on was you did not install the pinheader. Why?
Did you quick solder it? If so its the most unreliable method as its hard to tell if you have a good LPC connection. Also redo the D0 and use the alternate D0 point underneath. As its a V1 try an Xecuter bios also, instead of M8. Last thing make sure the bank switch is making good contact every time its flicked accross

Yes, you need a more powerful soldering iron to completely melt the solder filled LPC holes. 30-40W will be handy.

Instead of using desoldering braid, you can also use a sucker. Put the sucker directly over a LPC hole on the top side of xbox motherboard and use the powerful soldering iron to melt the LPC solder from the bottom side of the motherboard. Release the sucker and it will clear up the LPC hole. You only need to clear 8 LPC holes: pin 1, 2, 5, 7, 8, 9, 10, 11.

Even with the bank switch not making correct connection the LED will still flash providing the chip is powered and enabled but usually the machine will FRAG
