i would use the pc software to make sure the evox 1.3 bios is the default

I'm having the same exact problem.  When I hook the chip up to the computer, X-Control says that X-BIOS  V1.3 is boot.

Ok.  I fixed mine.  For me, the solderless adaptor was not exactly where it needed to be.  I figured if the xchip LED was on then everything must be ok.  I was wrong.  I unscrewed the adaptor, pulled it further towards the front of the console, and rescrewed it down tightly.  This worked for me.  Hope it works for you.
