A friend of mine had the same problem. He ended up messing with this .ini file and fixing it.

Sounds like evox.ini is missing or corrupted.
In your case, sounds like your BIOS has been told to look in a different location (i.e. F: drive) for evoxdash.xbe and the .ini file is located elsewhere.
I don't know why this happens, but I've seen it on a customer's Xbox before. Just reconfigure the evox.ini, make sure it is in the same directory as the evoxdash.xbe that is loading, and it should be fine.
