I don't know that the D0 has voltage.  What you are doing is connecting it to ground to tell the xbox to use the LPC instead of the TSOP.  Look in the tutorials for a pic of the alternate D0

D0 is not itself a ground.  But when it is grounded, the xbox will boot from the LPC.
