Well as for the error 16, that just means your clock is trying to set itself and can't find your basic setup for your stock ms dash.
sounds like you have a bad bios on the chip or something around that.  Try putting a bios on  your chip that has a "clock skip" like m7 or 4979...  That will fix the error 16
as for the chip not booting, could be as easy as a bad bios on the chip

I have tried several different bioses, and getting the same result, even m7 & 4979...  :|
