Why not use EvoxDashboard with your xbox? It works fine with Live, there are tons of people here using it. You simply have to use the ".ybox" or ".evox" mods of the bios.
Error 21 is a generic error. It can be lots of things. However, since you brought up the topic of date/time ...
If you leave the xbox unplugged for (approx) 4 hours, it will lose the date/time setting and ask you to reset it when you boot to the stockMS Dashboard.
If your using EvoX Dashboard, it can automatically set the date/time for your when connected to a computer.
You said it goes away when you play a live game, but then comes back after you unplug it again? Can you give more details?
For example, describe exactly how and when the error appears? Try all the combinations of unplugged/plugged in/boot from HD/boot from CD/etc and report when the error specifically occurs.
