Tv or Faulty connections. (to many connections may reduce picture quality)

Outside of the fact that I'm getting the idea you are simply using a SCART pin re-arranger for Component > SCART RGB (Which isn't possible, you need an actual convertor), I'm pretty sure you need to change the region on a PAL Xbox to NTSC in order to utilize HD modes. I'm assuming you've already done this if, like you say, you made the changes in the MS dash.
All I can point back to is the use of a pin re-arranger instead of a convertor........if I'm wrong, I can't be of any further help.
