I'm sorry to say that the quality will be even worse than the composite: It's (3:2 pulled-down) composite, modulated to RF and then will still have to go through the tuner to be demodulated.
I remember ages ago seeing a simple hardware mod you could do on an NTSC Dreamcast to force it to output a PAL signal. I thought I had it on my PC somewhere but I can't find the damn thing anywhere! I can't find it on the net anymore either..

Using RGB SCART should bypass any problems you have displaying an NTSC signal through the other inputs.
