There's no cable that will do what you want to do... I do have an idea, but I haven't tried it... S-Video uses a single Chroma and a single Luma signal. Component Video uses the same single Luma channel (Black and White) as the S-Video, but it has two Chroma channels... Red and Blue. If you combine the red and blue channels into one Chroma channel, you MIGHT be able to get a good S-Video picture... Not sure what it will do to the Component picture though.
It's a good idea and one that would be nice if it'd work but it won't. As Mr Ed points out 15KHz will clash with 31KHz. Plus the simple fact, unlike paint, mixing a Red signal with a Blue signal will not result in a new colour.
If however HDTV is disables, YUV will appear as 15KHz interlaced you will have more luck here but NOT mixing colours.
