No, you need to use the original MS Dash for those settings.
Grab the dashboard from the Slayer's or tHc's installer disks.
Either will work to place an MS dash back on the hard drive.
Remember that the tHc dash is just a modified MS Dashboard.
As such it will also permit the settings to be changed.

In the future I would suggest you back up your drive before removing the original files. Who knows what might be developed in the future. You may want those files back.

YES!
Case in point Microshaft dropped the game ratings control tab from recent dashboards.
This has created mega-problems for people who set the game ratings then upgraded their dashes (or it was done for them by XBLive updates).
After the upgrades the ratings are still in effect, but the user is unable to change them!
Their only recourse is to go back to an earlier dashboard.
