Yes you can, I did just that prior to wanting an X2VGA. The device draws minimal current and mine was hard wired and always on.

Installing a sync stripper won't decrease signal strength as you put it, but generates fresh data from info gathered from the green. The other wires you see in the image are for the All Outputs Configurable Mod, posted on this forum. They carry everything from the AVIP to the various sockets on the back panel. I have changed 90% of it now to incoporate better screening and a MK2 version of the back panel that includes an X2VGA built in. There is also a heatsink on the GPU now.
Some VGA adaptors are indeed crap. The X2VGA is the most regards adaptor available.
