Sounds like you have an NTSC-incompatible TV.
Try switching the xbox into PAL mode with the video switch-disc, that should do the job. Or get a new TV

There's a TV list there, it may be that your TV can be adjusted. Failing that, disable PAL-60 mode in your M$ Dashboard.
