Do you ever see this sort of problem when watching normal TV like football for example. You may have what's called an 'overscan' issue. All TV are set up with some overscan to compensate for irregularities in broadcast material and power supply issues. If the supply to your TV is reduced by say a generator change of a drop in line voltage the image, if no overscan was used, would shrink and the edges of the image would be bordered by empty black bars. If you have too much overscan some info at the fringes will be masked.
The skin ini file will have positional location text for the text in question, you could move it and all would be well, so long as it's not your TV.
