Title: What Is A Good Resizing Progrm To Make A Skin

I can't seem to find anything that will resize my background image to 1024 x 512 so I can turn it into a xbx file  can someone help me with a nice program I can use cause when I try to resize it using paint it still won't come out right. Thanks!
