Title: How Do I Skin Ms Dash?

I've been everywhere trying to find a tutorial on how to skin the original MS dashboard. I saw some cool skins on allxboxskins.com that I want to apply. What program would I use? Also, what does ind-bios do and how would I install it? I want to change the XBOX boot screens too. Please someone help! Thanks.
