I've got the same problem, but no chip. Games still play & I can still get to my exploit install but load a dash. how do i get past this.

Another solution. I think the best option, if you recieve a ERROR 13 on the MS_dash.

Chip on, and backup a Ninja Gaiden game. There is a file called dashupdate.xbe. Load this file with Boxplorer or other filemanager programm. It will update youre dashboard. Problem solved.

If you don't have a chip, and the box isn't opened yet, call MS.

my brothers xbox did this same problem.  believe it or not the way we fixed it was.  Make sure the hard drive is locked.  Turn the modchip off.  then put in a game that is xbox live compatible and press xbox live, it will install something.  then turn off your xbox and when you turn it on it will work.

inthresh, your solution saved me bigtime! i tried everything to get my m$ dash up again. once i put in the original SRS game and tried to sign in to xbox live, it updated my system and everything is perfect now! now i can play my gta 3!!!! thanks
