Wow... I'll have to play with After Effects a bit if it can generate looping video.

2 pics (semitransparent, made in photoshop) of clouds moved over one another using After Effects.   And the loop is made using seamless tiling of those 2 original pics.

Ah well.... I do have ParticleIllusion to check out.... that will supposedly do some tilable video effects.

it can very nicely.  I've posted a link to a tutorial previously.  

Create 3 (or more) images in photoshop, apply a couple filters and check some settings in AE.....a few minutes later you have a perfect loop.

Keep in mind the sample allows for a very easy animation... its up the the user to bring the creativity.
