is it possible for me to burn skins onto a cd then trnsfer them to my xbox that way?

Nope, Nero...whatever.  Your drive might not read cdr media, might have to use CD-RW or dvd

i have a samsung so it can read cdr`s but what do i burn it as like a data or whta?

try putting some junk files ( any file copied and pasted to the cd) to put more info on the disk, your drive might pick it up then.... hey dont i know you?
