Well... I haven't tried it myself... but in theary wouldn't it just be possible to resize the actually .jpg fil to about 97% of the org size, and then reupload it ??

You can shrink down your images and center them on a 640x480 canvas.  This has worked for me.  As for the text, you just need to realign it for your tv, many times they are just too close to the edge.  Use the skinner or the skin.ini to change this.
