Lets try one xbox at a time to get this working.
Ok on your first xbox unplug the dvd drive and the hard drive from the xbox and see if that will do anything. I had an Xbox that the hard drive went out on and as long as that hard drive was in the system it would not turn on like yours is doing.
Try that and report back

If the other xbox gets stuck in the clock setting screen, than it could be that your controller simply isn't working.
Have you tried the mobo in it's original case before you switched the mobo?
Have you tried some of the other gameports for your controller?
Maybe I am seeing things wrong and you are able to alter the time?

Ok put everything back in the xbox cases that they came in. My original one, still won't power on. Tried it without the hard drive and disk drive plugged in and still nothing.
Other one I got given the other day, got it past the clock by just holding the buttons down. It does load to the stock dashboard, but everything works extremely slowly. have to hold button and joys down to get things to move. Put a cd in it and it did play it, but was lagging on it. Hard drive is the original drive. Model number on it made me think it was a 80gb. It is a western digital.
So still have one that won't power on, and one that works, but very very slowly. If I can get it working correctly I will want to mod it also, so I can use xbmc and attempt to again get one of them to work wirelessly with my home network so I can media share. Thanks so much for the replies and helping, don't have any local resources.

any other ideas? could I take the hard drive from the xbox thats, softmodded (the one that won't turn on) and put it in the one that runs slow? I read about unlocking hard drives, but it seems like all the topics apply to xboxs that are already softmodded and it isn't yet.

No. You cannot just take a hard drive from and xbox and install it a different xbox. The hard drives in xboxes are "married", or locked, to the motherboards they came with. There is a long and delicate procedure involved to get that to work.
You can swap DVD drives tho. I would suggest taking the IDE cable and DVD drive out of your non-functional xbox and put them into the lagging xbox. Hopefully the lag is being caused by one of those 2 things.
You could also try taking the Power/Eject board (swapping the entire front plates would probably be easier) out of the lagging xbox and installing it in the dead xbox to see if the P/E board is it's problem. Most likely not, but worth a shot.

I will try swapping the dvd drive and ide cable. Hard drive swapping seems like a pita. I know the power eject board still works in the one that won't turn on. Its some issue with the mother board.

Yea, Using your 40 gig in the xbox will be no problem. Simply softmod the xbox and then use xboxhdm to built the new 40gb xbox drive, provided you have a PC laying around that still accepts an IDE hard drive.
The problem will be successfully softmodding the laggy xbox. I have a feeling that if the hard drive is in fact failing, it is going to be a real joy to try and softmod. If you are good with a soldering iron, you could just build an eeprom reader to get the eeprom contents from the laggy xbox to save yourself the potential headache of trying to softmod an xbox with a failing HD.

Yah afraid to try to softmod the laggy one. Not the greatest with a soldering iron but have a buddy that maybe would help me out. I'll look into eeprom readers and see what I find.
well softmod is probably out the window, just tried to get it to read halo and it tells me that my xbox requires service. so if it won't read a game i'm pretty much out. looks like i will be for sure looking into eeprom readers
