Not currently and considering that there really isn't anything in terms of Wii homebrew, it wouldn't serve much of a purpose. It's not even possible to run Wii homebrew yet.
There was supposed to be such a chip for the Gamecube (GCLoader) but that never came out. Hopefully, such a thing will be available for the Wii in the future.
