sounds like your eject button is stuck on. it got jambed. if the button is not physically stuck pushed in, its the internal button.
take it appart and check it out.

although my suggestion works for both boxes, this post is in the wrong forum for Xbox 1

Hi,

I supose you can disconnect the cable between the PE (power & eject) board and the mobo. If the unit behaves different (stays off) the problem is in your PE board.
