that entirely depends on things like application you want to use it for (internet, print etc) and if you are looking for quality/size/artifacting/compression etc. you can't just generalize something like that.

according to my college photoshop text book it said that jpeg is the best to use, and for web use gif because of its low color its faster to load(dont remember exactly but im about 90% thats what it said)
but yes it depends on what your using it for

JPG's use lossy type of compression which is good for real pictures with lots of color.
GIF's use lossless type of compression which is good for small pictures, cartoons, icons, anime type of pictures, and any pictures which doesn't have alot of different colors.

say I was using box art for an old SNES game. GIF is the way to go? I don't want too much color removed, I enhanced it myself

Best 'quality' = tif.
But like someone else said depends what yr using it for. However, I'd suggest you use jpeg if transparency isn't needed = most compatible (generally speaking).
