I love this program (as most of you know ) it's perfect for anyone trying to get into gfx but don't have the patience to learn ps yet. I've been using it for sometime now and so far have not had any problems with it. They also have a very helpfull forum just in case you run into any problems, want to look at some tutorials, or just want to show off your work.

I tried paint.net... I thought it was rather weak. Personally, I think it would be better for someone to start off using an older version of Photoshop, then move up from there. Getting comfortable in those free graphics apps is a step backwards IMHO. Noone compares to Photoshop *bows head in honor*.
The only reason I would ever recommend something like The Gimp or Paint, is as a free alternative for someone who's cash strapped and needs to do some basic graphics design or photo editing. Though I must say, The Gimp is fairly impressive for a free app.
