Kentucky (the state I live in) has no emissions, or any other testing.
For a 97 or older, North Carolina doesn't require emissions.
Anyway the answer to your question.
Get about a 3" *MANDREL* bent stainless steel pipe. Make sure it's mandrel bent or you'll be sorry.

Actually it can also varry by county. The county I live in requires air emissions, but both of the counties on either side of mine don't.
you could drill the catyltic converter out . Little be-bees will come out

are you just pulling that word out of your ass? mandrel bent tubing and compression bent tubing have nothing to do in this case. it's a straight pipe, with flanges on the end. I have yet to see any catalytic converter that had a bend in it.

not to mention the fact that 3" is completely rediculous for the car in quesiton.

Or you can just drive rebar through it to knock out all the crap inside. Though that's a pain in the ass as the crap in a cat is MUCH harder to brake then one would think. Though it CAN be beaten out.
My catalytic convertor had no bb's in it. it's sorta a ceramic honeycomb type deal. to get it out, I found the easiest way is to jam one of those huge flathead screwdrivers into the honeycomb, and then twist. it broke out the honeycomb in big chucks, and they were then able to be poured out of the end of the pipe.
