You make a good point.

I think they want to keep their hands clean. Unlike all the bullshit Rockstar has to go through with games like GTA sereies.

Is it ESRB that makes the rating or just guidlines?

Why was the first one M?

I have only played an hour of H2 so I really dont know.

Before the game is finalized, a rough copy along with anything that may have to be taken into consideration is sent to the ESRB, and they make the final decision.  <

H2 only has mild language but I think its the mix of gore, language, and violence that earns it an M rating.  <
