Most likely yes, it is a mosfet issue. I never had 360E slim delivered to me to know exactly where the mosfets are, but look for those close to the power socket on the mainboard. Also look for blown or "enlarged" capacitors. Hopefully it is obvious issue and solve it quickly. When you open it, post some photos as well.
