Title: Slim Power Supply Issue

This might be the Red Light of Death for the Slim.  Basically meaning the CGpu chip needs to be reflowed or reballed.

But there are some other possibilities:

Chinese electrical power might run at a different Hertz than that of North America.  So your Power brick could be partially damaged with a short.

Or an IC or Mosfet might be out on the motherboard.

Now that I re-read your post  .... Leaning towards that you have a damaged brick
