Title: Resolving E76 (1030 Code) Ethernet Error With New Ics Chip?

My 360 has E76 error with secondary error code 1030.  There is not much around the internet on this error, but some point to a bad ICS chip.  I was thinking about buying a ICS1893BFLF chip from Digi-Key, but did want to go thru the hassle of removing and resoldering this new small SOIC if this was a long shot.  Shouldn't the xbox work without the ICS chip, just not connect to internet?  Is there a way of more definitely knowing if the ICS chip is bad?  Is a bad ICS chip likely the problem?  Any suggestions would be appreciated.
