Title: Will Not Lock! Need To Disable Security?

I just tried to lock my HD after rebuliding my C and E partitions using xboxhd.  I ran it once and it said Command successful but after the info says that it is NOT locked.  I tried locking it a second time but now is saying that i need to disable security first?  How do I got about doing so?
