No, but it's not straightforward. You need to unlock the disk using the eeprom from the first motherboard, then relock it using the eeprom from the second Xbox. To et the eeprom from the second Xbox you need to build an eeprom reader, or softmod the second Xbox. However, if the Xbox is softmodded then you may need to change the fonts if the new Xbox has a different motherboard / stock BIOS version, otherwise the disk won't boot.
If the original Xbox is chipped/flashed then you could fit a chip or flash the second Xbox, then simply unlock the disk and move it across.

The eeprom key zeroizing method (in my sig) works for both chipped and softmods. But read Heimdall's posts for the possible issues.
